who defines if a police force is inadequate? is it okay to result to "self help" if you feel the police aren't doing their job?how do you define what's not good enough?what needs to be lacking to consider the force inadequate?

Is being 32 years old, to old to join the police force? I'm 32 years old, I have always wanted to be a cop since I was in high school, I was a stay at home mom and wife, but now that my kids are older, I want to join the police force. I considered myself strong, and healthy, but will the police recruiters mind, or will they rather choose someone who is young and fit. Thank you.
